A.F.S.S. SERVICES AND FEES
SUPERVISED VISITATION
Intake fees are required in all supervised visitation cases. This fee covers administrative costs for establishing a visitation plan. The process includes an intake interview, background checks, analysis of any domestic violence protective orders, child custody and visitation orders, family safety plans, conditions of release, substance abuse issues, etc.
Visitation Intake Fee: $65 per parent
This must be paid upon submitting the intake application and scheduling the intake interview.
AFSS fees are established on a sliding scale for supervised visitation based upon income and other factors.
Proof of income is required to qualify for reduced fees.
Visitation fees must be paid
no later than 5 business days prior to the scheduled visit. More information is included in the visitation agreement.
AGENCY REFERRALS: For parents that are referred to A.F.S.S. by certain agencies (such as Office of Children's Services, Tribal Social Services, ICWA cases, etc.), may be exempt from some or all A.F.S.S. fees. Please see your agency cases manager for further information.

Current tax returns, three months of pay stubs, or other proof of income are required to qualify.
If documentation is not provided, the standard rate of $75/hour will be charged.
DRUG & ALCOHOL SCREENING FEES
When required by the court, OCS, Guardian ad Litem, or AFSS (as part of a visitation safety plan), the following apply:
- Preliminary Breath Test: $5.00 per test
- Oral Fluids Test (14-Panel): $20.00 per test
Fees must be paid in advance. Inadequate samples or refusal to test does not waive payment responsibility.
If testing is initiated by AFSS staff due to observed behavior and results in a presumptive positive, the non-custodial parent is responsible for the fee. Confirmatory testing may be required through an outside lab and subject to medical review.
SUPERVISED EXCHANGES
Supervised exchanges are provided when safety requires third-party observation of child custody transfers. Intake and interview are required.
- Supervised Exchange Fee: $35 per exchange
- Mileage and travel fees apply for services outside a 5-mile radius of AFSS’s Kenai office.
- Travel rate: $20.00/hour
- Mileage rate: $0.70/mile

ADMINISTRATIVE FEES & COURTROOM / DEPOSITION TESTIMONY
- Testimony Fee: $95.00/hour
Includes prep time, written/phone/in-person testimony, and correspondence. - Additional Costs: Travel, lodging, and per diem ($85/day for food) are the responsibility of the requesting party and must be paid in advance.
